What's "Specified Skilled Worker" status of residence? - 特定技能(Tokutei Ginou)って何？

Hello everyone! Today’s topic is about Specified Skilled Worker (Tokutei Ginou in Japanese) status of residence. It is a status of residence which we can help you with your life in Japan: complicated procedure such as visa, preparing for exam, daily life, and so on.

1. What is "Specified Skilled Worker" status of residence?

It is a new status of residence just issued in 2019. There are many jobs in Japan which are shorthanded, and to solve this, the status of residence was made.

There are 2 types of Specified Skilled Worker. “Specified Skilled worker (i)” and “Specified Skilled Worker (ii)”. It is classified into the contents of the jobs, and acquisitions of requirements.

Here are the lists of jobs in “Specified Skilled Worke (i)”. (hereinafter reffered to "Specified Skilled Worker".)


There are 14 fields.

  1. Nursing care

  2. Building cleaning

  3. Material processing industry

  4. Industrial machinery manufacturing industry

  5. Electric and electric information related industry

  6. Construction

  7. Shipbuilding and ship-related industry

  8. Automobile maintenance

  9. Aviation

  10. Lodging

  11. Agriculture

  12. Fisheries

  13. Food and beverages manufacturing industry

  14. Food service industry


These fields have exams for Japanese abilities and skills. By passing the exams, you’ll be able to get the status of regidence.

When you get it, you’ll be able to live in japan for maximum 5 years. Also, you can change the status of residence to permanent residence if you meet some requirements.



2. Attractions of Specified Skilled Worker

2-1. help with your life in Japan

There are 2 organizations which supports you. One is the company/institution you got accepted, and the other is Registered Support Organization. It is obligated to get support from at least one of these organizations.

Concretely, it is promised to get 9 supports.

  1. Provide orientations before immigrating

  2. Transfer you when immigrating and emigrating

  3. Support you getting a proper house, and support you for all the contracts needed for living

  4. Provide orientations about living in japan (such as cellphones and opening accounts with the bank)

  5. Provide opportunities to learn Japanese

  6. Correspond with complaints and other problems

  7. Support you to interact with Japanese people

  8. Support you to find a new job when we have to fire you for the company’s reason

  9. Provide meetings regularly, and report to the administrative agency

2-2. Regardless of academic backgrounds

You don’t need any academic backgrounds to acquire Specified Skilled Worker. There are other status of residence such as “Engineer/Specialist in Humanities/International Services”, but these require a certain level of academic background.


2-3. If you meet the requirements, you can get a permanent status of residence

In the case that you immigrate for Specified Skilled Worker, you can get a permanent status of residence if you meet the requirements.

  • Engage in nursing, and get a “nursing” status of residence

  • Engage in construction or shipbuilding industry, and get a “Specified Skilles (ii)” status of residence

  • Engage in other jobs, and get a “highly skilled personnel” status of residence

3. Examination for Specified Skilled status of residence

To acquire Specified Skilled status of residence, you must pass the examination conducted in some countries. (Mostly Asian countries)

There are examinations for Japanese ability, and examination for skills in each job. YOU MUST PASS BOTH OF THESE TESTS.

Here are the standards for passing the tests.

  • Examination for Japanese ability: Level N4, or pass Japan Foundation Test for Basic Japanese

  • Examination for skills in each job: Reach the standards for admission in each job

Basically, you must study all of these by yourself, and pass the examination. It is not included as a support from the company/institution and the Registered Support Organization.

4. Jobs in Japan

You must decide the workplace before acquiring Specific Skilled status of residence. It is necessary to sign a contract of employment with the workplace before acquiring Specific Skilled status of residence.

Basically, you must find the workplace by yourself. It is not included as a support from the company/institution and the Registered Support Organization. You must find it by using internet or by other ways on your own.

　皆さんこんにちは！今日は、日本の在留資格の一つである「特定技能 (Tokutei Ginou)」について紹介します。日常生活の支援や複雑な手続きのサポートを受けられる在留資格ですので、日本で働きたいと思っている方は是非確認してみてください。

　


1. 特定技能とは？

　特定技能は、2019年に新しく作られた在留資格です。日本には人手が足りていない仕事が沢山あり、それらの仕事の働き手を確保するために作られました。

　特定技能には、「特定技能1号」と「特定技能2号」の2種類があります。仕事内容や取得要件によって分類されています。

　今回は、特定技能1号についてのご紹介です。（以下、「特定技能」と表記します）


　特定技能の仕事の分野としては、以下の14種類があります。

  1. 介護

  2. ビルクリーニング

  3. 素形材産業

  4. 産業機械製造業

  5. 電気・電子情報関連産業

  6. 建設

  7. 造船・舶用工業

  8. 自動車整備

  9. 航空

  10. 宿泊

  11. 農業

  12. 漁業

  13. 飲食料品製造業

  14. 外食業

　これらの分野それぞれについて日本語能力と技能に関する試験が用意されており、その試験に合格することで「特定技能」の在留資格を取得することができます。

　特定技能を取得すると、最長で5年間日本に滞在することができます。また、条件を満たせば別の在留資格に変更し、永住権を獲得することもできます。



2. 特定技能の魅力

A. 日常生活や複雑な手続きのサポートを受けられる

　特定技能は入国の際に必要な複雑な手続きのサポートや、日本での生活支援を受けることができます。サポートをする組織としては「受入機関（雇用先の企業）」と「登録支援機関」の2種類があり、どちらかによるサポートが義務付けられています。

　具体的には、以下の9つのサポートが約束されています。

  1. 事前ガイダンスの提供

  2. 出入国する際の送迎

  3. 適切な住居の確保に係る支援、生活に必要な契約に係る支援

  4. 生活オリエンテーションの実施（携帯電話や銀行口座の設定）

  5. 日本語学習の機会の提供

  6. 相談又は苦情への対応

  7. 日本人との交流促進に係る支援

  8. 会社都合で契約を解除される際の転職サポート

  9. 定期的な面談の実施、行政機関への通報

B. 学歴要件がない

　特定技能の取得は学歴要件がないため、大学や専門学校を出ていなくても取得することができます。

　日本でポピュラーな「技術・人文知識・国際業務」などの在留資格もありますが、取得に一定以上の学歴が必要となるため、全ての人が取得できる在留資格ではありません。


C. 条件を満たせば永住権を獲得できる

　特定技能で入国した場合は、条件を満たせば日本の永住権を取得できるパターンが複数用意されています。

  • 介護の仕事に従事し、「介護」の在留資格を取得する

  • 建設や造船の仕事に従事し、「特定技能2号」の在留資格を取得する

  • その他の仕事に従事し、「高度人材」の在留資格を取得する

3. 特定技能の試験について

　特定技能を取得するためには、各国で実施されている試験に合格する必要があります。日本語能力に関する試験に加え、それぞれの職業における技能試験があり、それら両方に合格することが必須です。

　合格の基準としては、以下の通りです。

  • 日本語能力試験：N4、または国際交流基金日本語基礎テストの合格

  • 技能試験：それぞれの試験の合格基準をクリア

　これらの試験については、基本的には自分自身で勉強をし、試験に合格する必要があります（受入機関、登録支援機関のサポート内容には含まれていません）。

　しかし、LIKE Groupでは試験のサポートも積極的に実施しています。特に、介護のサポートであれば力を入れることが可能です（実際に介護施設を運営しているため）。



4. 日本での仕事について

　日本での働き先は、特定技能を取得する前に決定していなければなりません。特定技能を取得するためには、職場と雇用契約が結ばれている必要があるのです。

　基本的に、職場は自分で見つける必要があります。こちらも受入機関や登録支援機関のサポート内容には含まれていないので、インターネットなどを使って自力で探すことが求められます。

　しかし、LIKE Groupでは日本での仕事の紹介も行っています。外国人を採用したい日本企業の求人情報を多数保有しているため、興味がある職業の求人をご紹介できます（今は介護業界がメインです）。2020年6月の時点では23人の方々にお仕事の紹介をし、実際にお仕事をしてもらっています。
